关于我们:全球消除贫困联盟-中国机构

全球消除贫困联盟--中国是一家办公室设在北京的NGO网络组织。

成立背景
全球消除贫困联盟(Global Call to Action Against Poverty--GCAP)是目前全球最大的致力于消除贫困和不平等的公民社会网络,在100多个国家和地区拥有成员机构。GCAP通过发挥网络成员的联动优势,提升公民社会的活动空间和倡导的有效性,并最终促成政策和实践的改变。
作为对全球消除贫困联盟(GCAP)的呼应,香港乐施会等7家在华国际NGO于2005年在北京发起成立全球消除贫困联盟-中国(简称GCAP-中国)。在GCAP-中国的发展历程中,我们不断对联盟成员、关注议题及工作手法进行本土化的努力,以回应中国反贫困事业的本土需求。

宗旨
GCAP-中国致力于通过研究、培训、资助、研讨等形式提升NGO的倡导能力、支持NGO的倡导行动,进而推动公民社会参与消除贫困和不公正。

主要工作
 信息交流
通过线上线下平台,发布国内外发展议题和倡导方法的信息,并促进NGO伙伴之间相关的交流与讨论。GCAP-中国管理的“倡导在线学习邮件组”已经拥有700多名成员,主要是各领域的NGO工作者,尤其是倡导者。申请加入此邮件组的方法:发一封自我介绍的电子邮件(包括姓名及所在机构)至:AdvocacyStudy-subscribe@yahoogroups.com
 能力建设
通过倡导能力建设培训和小额倡导资助等项目提升NGO的倡导能力,尤其是调研和政策分析的能力。GCAP-中国自2007年以来,联合妇女传媒监测网络、香港乐施会等机构在北京、成都等地举办了八期倡导能力建设工作坊,并资助了30余家NGO开展小型调研和倡导行动。
 联合倡导
通过组织调研和撰写政策建议报告等方式,协调各领域NGO针对国内外政策倡导时机,开展联合发声和倡导行动。2007年,GCAP中国协调十几家NGO机构撰写了联合国千年发展目标(MDGs)在中国实施状况的影子报告。目前,GCAP中国主要跟进的倡导时机包括:金砖国家峰会、20国集团(G20)会议、以及联合国2015年后发展议程(Post 2015).

Introduction of GCAP China and its Programs

Global Call to Action Against Poverty (GCAP) is the world’s largest civil society movement calling for an End to Poverty and Inequality. GCAP China is a NGO network set up in 2005 by seven INGOs in Beijing (such as Oxfam HK and Save the Children) with the aim of mobilizing public participation and fostering civil society in China to end poverty and inequality.
 Main Activities
 Advocacy information exchange
GCAP China also established online and offline advocacy information exchange platforms for CSO, such as Advocacy Online Study email group, which already has more than 600 members to share information about domestic and global advocacy issues, cases and skills.
 Advocacy capability building
Since 2006, GCAP China has developed its specialization on capability building for advocacy by organizing five national advocacy workshops from 2007- 2013, supporting 22 grassroots NGOs advocacy activities through advocacy small grants fund from 2008 to 2013.
 Research and joint advocacy
In 2007, GCAP China coordinated more than ten NGOs to write a shadow report about MDGs implementation in China, and submitted it to UN. In 2012, GCAP China organized the national CSO consultation as the lead agency to give recommendation for the post-2015 international development agenda.
 Current Programs
 Empowering CSO Networks in an Unequal Multi-Polar World (BRICSAM Program)
 The objective of the program is to strengthen the collective capacity of multi-thematic CSO networks across Brazil, Russia, India, Indonesia, China, South Africa and Mexico (collectively referred to as BRICSAM countries) to engage in multi-stakeholder dialogue and influence global policy-making fora, with a particular focus on issues of inequality.
 The three joint advocacy themes are universal health, economy justice and food security. The role of GCAP China is to mainstreaming gender into all these three themes, including introducing gender issues like sexuality and reproductive health.
 The main activities of GCAP China in this program include conducting cross-countries research about the three inequality themes, organizing domestic workshops and international meetings for local NGO and global partners, involving into global policy making process, such like G20 and BRICS Summit.

 Developing CSO capacity to participate in policy making and represent marginalized groups: Advocacy methods for a stronger Chinese civil society.
 The goal of this program is to provide Chinese migrant labor and gender CSOs with the awareness and the tools to represent the needs of their constituencies in policy advocacy activities that integrate legal and political partners and components.
 Compared with BRICSAM Program introduced above, this program focuses on capacity building of advocacy skills for local NGOs. GCAP China cooperated with other partners, such like China Development Brief for this program. The role of GCAP China is to work with local NGOs working on or interesting in gender inequality and introduce their advocacy skills with gender perspective.
 The main activities of GCAP China in this program includes organizing capacity building workshops for local NGOs, producing advocacy handbooks with gender experts, and providing small grants for local NGOs to support their advocacy plan in practice.
